I am directed by the Board of Trade to acknow- ledge the receipt of your letter of the 28th ultimo No M. 3134, respecting certificates in Signalling granted to officers of the Lercantile Marine.

In reply I am to ask you to be good enough to express to the Lords Commissioners of the admiralty the board's appreciation of the arrangements proposed to be made at long-Kong for instruction and examination in Signalling and I am to state that the Board are prepared to accept Certificates of proficiency in Signalling grunted siber examination by Naval Officers at any

regards the proposal to appoint a Signal utty ufficer at London and Liverpool to act as instructors in Signalling, the Board are of opinion that the provision of such instruction would be of very great advantage to officers in the Lercantile Marine.
